The NSC has three hypotheses to explain why the number of fatalities is rising:

2.The number of unemployed Americans is decreasing. Now that more people have joined the workforce, there are more drivers

3.Gas prices are lower. During the first six months of 2016, average gas prices were 16% cheaper
than they were in 2015. This has encouraged more motorists to drive, which
contributes to the increased number of miles driven, which has increased by 3.3%.
